A meeting of the Coordination Commission for the Implementation of the Russian National GTO Health and Fitness Programme took place at the Russian Sport Ministry on November 10. The meeting was held under the chairmanship of Natalia Parshikova, State Secretary and Deputy Prime Minister of Sport of Russia.
In her welcoming speech, Natalia Parshikova emphasised that major joint efforts have been undertaken to implement the GTO complex. 34 normative legal acts have been adopted. She particularly stressed the importance of fullfilling the Federal Law No 274-FZ of October 5, 2015 On Making Amendments to the Federal Law On Physical Culture and Sports in the Russian Federation and to Certain Legislative Acts, which governs the activities of federal and regional executive authorities and local self-governing bodies. The law opens up new possibilities for the implementation of the Russian National GTO Health and Fitness Programme.
The audience also heard reports by Director of the Russian Sport Ministry’s Physical Culture and Grassroots Sports Development Department, Marina Tomilova, Director of the Department of State Policy in the Sphere of Children and Young People's Upbringing of the Russian Ministry of Education, Alexander Stradze, Chief Specialist in Sports Medicine at the Ministry of Health and Social Development of the Russian Federation, Boris Polyaev, Deputy Director of the Russian Sport Ministry’s Physical Culture and Grassroots Sports Development Department, Viktor Babkin, and Deputy Director General of the Executive Directorate for Sports Projects, Azat Kadyrov.
Following the discussions, the Coordination Commission adopted a number of decisions related to the GTO complex implementation. Results of the experimental stage of the GTO complex implementation were found to be satisfactory. Besides, regional executive authorities were advised to bring their legislation into line with the new federal law and to complete the preparation of executive documents required for the presentation of pins to all those who had reached qualifying standards during the GTO United Ten-Day Event that had taken place throughout the country last spring.
The Executive Directorate for Sports Projects, being the organisation responsible for implementation of the GTO complex in Russia, is obliged to manufacture the pins and deliver them to all the regions of the country.
